面向“十五五”时期中国智能经济新形态发展的新动能培育

摘要：智能经济新形态是数字经济发展的高级阶段，培育和发展以人工智能为核心的智能经济新形态，是数字经济从量变到质变发展的关键。智能经济新形态依托数据驱动、人机协同、跨界融合、共创分享，协同驱动形成生产要素新形态、生产模式新形态、商业运营新形态以及价值创造新形态的系统化跃升。“十五五”时期的智能经济新形态发展不仅是加快培育新质生产力的必然要求，而且为构建全球产业竞争新优势提供了战略选择。为加快培育智能经济高质量发展的新动能，应坚持自立自强，培育智能经济新形态发展的科技创新动能；突出应用导向，激发智能经济新形态发展的产业创新动能；发挥体制优势，塑造智能经济新形态发展的制度创新动能。具体可从聚焦智能创新基础研究、健全智能产业科技支撑体系、拓展多领域智能应用场景、强化监管与深化合作等路径着手，推动中国智能经济新形态朝着有益、安全、公平方向健康有序发展，塑造新时代智能经济新形态发展的新优势。

Promoting the Cultivation of New Driving Forces for the Development of China's New Smart Economic Forms During the "15th Five-Year Plan" Period

Abstract: At present, the digital economy has entered the advanced stage of the smart economy. Cultivating and developing new forms of the smart economy is not only the inevitable path to promote the continuous transformation of old and new growth drivers and achieve high-quality development of the digital economy, but also a key measure to break the path dependence, strengthen independent innovation, and cultivate new quality productive forces of intelligence. The development of the new forms of the smart economy is relying on the organic integration of data, algorithms, and computing power, reshaping the combination and allocation mode of production factors, and driving "breakthrough innovation" and "creative destruction", promoting the digital economy to achieve a leapfrog development from "quantity" to "quality". The new forms of the smart economy have characteristics such as data-driven, human-machine collaboration, cross-border integration, and co-creation and sharing.

The new driving forces for the development of the new forms of smart economy during the "15th Five-Year Plan" period are as follows. First, adhere to self-reliance and self-strengthening, and cultivate the technological innovation driving force for the development of the new forms of smart economy. Second, emphasize application orientation, and stimulate the industrial innovation driving force for the development of the new forms of smart economy. Third, leverage institutional advantages, and shape the institutional innovation driving force for the development of the new forms of smart economy.

The path measures for fully implementing the development of the new forms of smart economy during the "15th Five-Year Plan" period are as follows. First, focus on the basic research of artificial intelligence innovation, significantly enhancing the comprehensive competitiveness of China's smart economy. Second, improve the scientific and technological support system for smart industries, and promote the deep integration of scientific and technological innovation and industrial innovation. Third, improve the application ecosystem of smart economy, and strengthen the expansion of smart application scenarios in multiple fields. Fourth, strengthen supervision and deepen cooperation simultaneously, and fully enhance the resilience of the development of smart economy.
