信息基础设施建设与关键核心技术创新

摘要:在全球价值链深度调整与中国推进科技自立自强的双重背景下,突破“卡脖子”技术成为制造业发展的战略任务。基于2012—2023年中国城市与沪深A股制造业上市公司数据,本文实证检验信息基础设施建设对企业关键核心技术创新的影响及其机制。研究发现信息基础设施建设促进了企业关键核心技术创新,该结论在经过稳健性检验后依然成立;其作用机制包括城市内技术融合效应、城市间合作创新效应和企业数字化转型效应;该促进作用在中部地区、经济发展水平较低的城市、资产密集型行业及规模较大、分布密集的企业中更为显著;数字产品创新与数字流程创新可以增强信息基础设施的赋能效应,而数字商业模式创新未表现出促进作用。本文的研究为信息基础设施赋能“卡脖子”技术突破提供了经验证据

Information Infrastructure Construction and Key Core Technology Innovation

Abstract: Against the backdrop of pursuing technological self-reliance and the restructuring of global value chains, breaking through bottleneck technologies and achieving breakthroughs in key core technologies have become strategic pillars for national development. Can the development of information infrastructure serve as a breakthrough strategy for enterprises' key core technology innovation (KCTI)? Drawing upon innovation-driven theory, technology convergence theory, and network externalities theory, this paper explores the impact of information infrastructure development on enterprises' KCTI and its underlying mechanisms. The study reveals the operational mechanisms through which information infrastructure development influences corporate innovation across three dimensions: macro-level intra-city technology integration effects, inter-city collaborative innovation effects, and micro-level corporate digital transformation effects.

Using data from Chinese cities and manufacturing listed companies from 2012 to 2023, this study empirically examines the impact of urban information infrastructure development on KCTI of enterprises. Findings indicate that, after a series of robustness tests, information infrastructure development significantly drives KCTI of enterprises. Mechanism tests reveal that this impact occurs through macro-level intra-city technological integration effects, inter-city collaborative innovation effects, and micro-level corporate digital transformation effects. Heterogeneity analysis reveals that the promotional effect of information infrastructure development on KCTI of enterprises is pronounced in central China, cities with lower economic development, asset-intensive industries, and large, densely distributed enterprise clusters. Further analysis indicates that digital product innovation and digital process innovation exhibit a more pronounced promotional effect through information infrastructure development, with differing performance between high- and low-scoring groups.

The policy implications are as follows. First, it should persistently advance the construction of new information infrastructure. Strategic investments in new infrastructure should be increased to optimize network coverage quality and computing power supply. Second, it should focus on building an "integrated-collaborative" innovation ecosystem, actively guiding multidimensional technological convergence within cities. Third, the government should strengthen targeted support for enterprise digital transformation. It should employ a combination of policies to help SMEs overcome transformation barriers and fully unleash the enabling potential of information infrastructure for innovation processes. Fourth, it should implement inclusive yet differentiated support strategies. Infrastructure development and policy assistance should moderately favor central and western regions, areas with lower industrial density, and enterprises with weaker absorption capacity, and prioritize support for digital product and process innovation to narrow the "digital divide" and extend innovation dividends to more market entities.
