Abstract: Against the backdrop of China's national strategy for the coordinated development of the Beijing- Tianjin-Hebei region, this study investigates how the digital economy contributes to regional high-quality development, with emphasis on the transmission mechanism of human capital. Drawing on city-level panel data from 2011 to 2024, this study constructs multidimensional indicator systems for the digital economy, high-quality development, and human capital. Two-way fixed-effects models, mechanism tests, and instrumental-variable estimation are employed to examine the effects of the digital economy, its underlying mechanisms, and spatial heterogeneity. Additionally, this study assesses whether talent attraction policies reinforce digital economy-driven human capital accumulation.

The empirical analysis yields four principal findings. First, the digital economy significantly promotes highquality development in the Beijing-Tianjin-Hebei region. Its positive effects are primarily manifested in innovation, coordination, openness, and sharing, whereas its contribution to green development is not statistically significant. Second, human capital constitutes an important transmission channel linking the digital economy to high-quality development. The digital economy significantly facilitates the accumulation of both digital skills-oriented human capital and research and innovation-oriented human capital, with the former playing a stronger role. Third, talent attraction policies strengthen the contribution of the digital economy to human capital accumulation, indicating complementarities between digital economic development and institutional support for talent. Fourth, the estimated effects exhibit significant spatial heterogeneity: Core cities benefit substantially more than peripheral cities.

These findings inform four policy priorities. First, a collaborative digital innovation system should be established across the urban agglomeration. The complementary strengths of Beijing in innovation generation, Tianjin in research commercialization, and Xiong'an in institutional innovation and application scenarios should be integrated to strengthen connections between innovation and industrial chains. Second, differentiated talent development systems should respond to industrial digital transformation. Regional skills demand forecasting should guide educational provision, while targeted training should improve digital literacy among low-skilled workers, applied competencies among technicians, and practical capabilities among graduates. Third, differentiated talent attraction policies should facilitate qualification recognition, shared employment services, research platform access, and collaborative research. Fourth, governance coordination between core and peripheral cities should improve digital infrastructure connectivity, public service coordination, and cross-regional factor mobility.

This study provides empirical evidence on the role of human capital in translating digital economic development into regional high-quality development. Its findings underscore the importance of coordinating digital transformation, differentiated talent development, and regional institutions to enhance the inclusiveness and spatial balance of development across the Beijing-Tianjin-Hebei region.
