握手通道对城市经济韧性的影响研究

——以京津冀协同发展为例

摘要：在外部环境不确定性上升的背景下，提升城市经济韧性已成为京津冀协同发展的重要议题。握手通道作为京津冀协同方式的创新升级，有助于实现城市间更高效紧密的联系和合作，提升城市经济韧性。本文使用2005—2023年220万条新闻数据量化握手通道，探究其对城市经济韧性的影响。结果显示，握手通道是提升城市经济韧性的有效方式。机制分析发现，握手通道能够通过开放式创新赋能和人口规模借用，提升城市经济韧性。异质性分析结果表明，握手通道对城市经济韧性的影响存在马太效应，且以北京为中心呈现积极的空间辐射效应；经济导向型和社会导向型握手通道均对城市经济韧性产生积极作用，政企间握手通道对城市经济韧性的提升作用更强，正式化、长期化的实质性握手对经济韧性的作用更加突出，推动握手形式向高级别转化至关重要。进一步分析发现，从城市群整体来看，握手通道能够通过风险转移与吸收的正向路径影响城市群经济韧性。本文为讲述京津冀协同发展的中国故事提供了握手通道的全新独特视角，对优化城市群协同方式具有重要意义。

Impact of Handshake Channels on Urban Economic Resilience

—Taking the Coordinated Development of the Beijing-Tianjin-Hebei Region as an Example

Abstract: Economic resilience refers to a city's ability to resist crises and recover from transformation. In the context of increasing economic uncertainty, it is urgent to explore more efficient and closely collaborative methods to enhance the economic resilience of the Beijing-Tianjin-Hebei region. As an innovative upgrade to the coordinated development in the Beijing-Tianjin-Hebei region, handshake channels represent a multi-agent, multi-level cooperative mode formed around the cross-relations of communication, exchange, transaction, and rights between cities. It is characterized by spontaneity, broad participation, diverse forms, and varied content, helping to facilitate more efficient and tighter connections and cooperation between cities and enhance urban economic resilience. This paper quantifies the handshake channels of Beijing-Tianjin-Hebei through text mining and co-occurrence analysis of over 2.2 million news items, and explores the impact on urban economic resilience.

The findings are as follows. First, handshake channels are an effective way to enhance urban economic resilience. Second, handshake channels mainly enhance economic resilience through two mechanisms: open innovation empowerment and population scale borrowing. Third, the impact of handshake channels on urban economic resilience varies depending on urban characteristics and types of channels. From the perspective of urban characteristics, the impact of handshake channels on economic resilience exhibits a Matthew effect; the closer the geographical distance to Beijing, the stronger the promoting effect of handshake channels on urban economic resilience, verifying the positive spatial radiation effect in the Beijing-Tianjin-Hebei region. From the perspective of handshake channel types, handshake channels between government and enterprises have a stronger promoting effect on urban economic resilience, and both economic-oriented and socially-oriented handshake channels have positive effects, confirming the multidimensional achievements of coordinated development in the Beijing-Tianjin-Hebei region. Fourth, from the perspective of the urban agglomeration, the number of handshake channels has a positive impact on risk transfer and absorption of urban agglomeration economic resilience, and the concentration of handshake channels is within a reasonable range. On the whole, the Beijing-Tianjin-Hebei urban agglomeration is on a path of high-quality coordinated development.

This paper provides a unique perspective on the handshake channel in the context of the coordinated development of the Beijing-Tianjin-Hebei region, offering empirical evidence for optimizing the collaborative approach among urban agglomerations and enhancing regional resilience. Based on these findings, this paper argues that the construction of handshake channels in the coordinated development of the Beijing-Tianjin-Hebei region should serve as a model paradigm, promoting the application of handshake channels across different regions and cities nationwide.
