国内大循环何以推动地区技术创新?

摘要:国内大循环以国内需求为基本立足点,不仅是构建新发展格局的重要支撑,也是激发区域创新活力、提升技术创新水平的重要驱动力。基于2007—2021年中国省际贸易面板数据,实证检验区域间贸易对地区技术创新的影响效应以及作用路径。研究结果显示:区域间贸易促使地区技术创新水平提升,在进行稳健性检验和内生性处理后结论依然成立;且这一效应表现出贸易活动、贸易结构、创新成果和地理区位的异质性。机制分析结果表明,区域间贸易通过影响生产-流通-消费环节,实现中间品共享、优化资源配置和激发本土市场需求,进而推动地区技术创新水平提升。进一步,在“双循环”背景下,推进国内市场一体化进程和实施更高水平对外开放,能够增强区域间贸易的核心技术创新效应。因此,各地区应大力发展区域间贸易,畅通技术创新的生产-流通-消费环节,推动市场一体化建设和高水平对外开放,对中国科技强国建设具有深远且至关重要的战略意义。

Does the Domestic Circulation Strategy Promote Regional Technological Innovation?

Abstract: Under the complex situation of global economic recession and the wave of anti-globalization, the international circulation-oriented technological innovation model can no longer meet China's growing demand for innovation. Therefore, how to fully utilize the advantages of the domestic market, effectively link to the international market, and enhance China's overall level of technological innovation has become an urgent concern in building China into an innovative country.

Inter-regional trade, as an important manifestation and component of domestic circulation, not only establishes close economic ties between regions in China but also taps the comparative advantages of economic depth, making it an important driver for the high-quality economic development. Based on the theory of comparative advantage and resource allocation theory, this paper analyzes the impact of inter-regional trade on regional technological innovation and discusses the differences in the paths of inter-regional trade outflows and inflows. Based on China's provincial panel data from 2007 to 2021, this paper uses the inter-regional input-output table to measure inter-regional trade flows and examines the effect of domestic circulation on regional technological innovation.

The results show that inter-regional trade significantly improves technological innovation in China, and trade outflow is more helpful to technological innovation than trade inflow. The conclusion is still valid after the robustness tests and endogeneity treatment. Additionally, this effect shows the heterogeneity of trade activities, trade structure, innovation results, and geographic location. Further analysis shows that inter-regional trade enhances regional technological innovation by influencing the production-distribution-consumption chain, achieving the sharing of intermediate goods and the optimal allocation of resources, and increasing local market demand. In addition, promoting domestic market integration and strengthening opening-up can further enhance the technological innovation of inter-regional trade, and the promotion effect is more prominent after crossing a certain threshold.

This paper provides valuable references and typical cases for exploring the domestic market to build up China's strength in science and technology. First, China should vigorously develop domestic inter-regional trade and establish an information exchange platform, so that provinces can effectively utilize resources and information from all over the country to promote knowledge spillover and enhance regional innovation capacity. Second, it is necessary to smooth the production-circulation-consumption link of regional technological innovation. Third, China should promote the construction of market integration, unclog the inter-regional input and output links in enterprise innovation, and strengthen inter-regional trade circulation and cooperation to realize the diffusion of innovation. Fourth, it is necessary to promote high-level opening-up to realize the synergistic development of domestic and foreign trade for innovation.
