供应链创新何以驱动城市创业?

摘要:随着全球供应链体系加速重构,稳定高效的供应链逐渐成为影响城市创业活动的重要因素。基于2007—2023年中国城市数据,以供应链创新与应用试点政策为准自然实验,借助双重差分法研究供应链创新对城市创业活跃度的影响及其作用机制。研究发:供应链创新与应用试点政策提升了城市创业活跃度,且政策效果随时间增强。机制检验显示,供应链创新与应用试点政策通过优化资源配置效率、降低交易成本和吸引风险投资促进城市创业活跃度提升。异质性分析表明,供应链创新与应用试点政策的促进效应在行政等级较高、营商环境较好、创新基础较强的城市中更为明显。上述结论不仅为政府深入推进供应链创新与应用试点提供了经验证据,也为通过供应链现代化建设提升城市创业活力提供了政策启示

How Supply Chain Innovation Drives Urban Entrepreneurship?

Abstract: As global supply chains undergo rapid restructuring, the establishment of stable and efficient supply chain systems has become increasingly important for fostering urban entrepreneurship. However, the structural inefficiencies embedded in traditional supply chain systems not only raise the costs of entrepreneurship but also dampen entrepreneurial incentives, thereby suppressing urban entrepreneurial activity. In 2018, China launched the supply chain innovation and application pilot program, aiming to integrate information technologies with supply chain management and build an efficient, coordinated, and controllable modern supply chain system. By improving industrial-chain coordination and resource allocation efficiency, the program aims to reshape the institutional environment for entrepreneurial activities. Using city-level data from 2007 to 2023 and exploiting the pilot program as a quasi-natural experiment, this study employs a difference-in-differences approach to examine the causal effect of supply chain innovation on urban entrepreneurial activity and explore its underlying mechanisms.

The results show that the supply chain innovation and application pilot program significantly increases urban entrepreneurial activity, with the effect becoming stronger over time, indicating a dynamic and cumulative policy impact. Mechanism analyses reveal that the supply chain innovation and application pilot program promotes entrepreneurship by improving resource allocation efficiency, reducing transaction costs, and attracting venture capital. Heterogeneity analyses demonstrate that the positive effects are more pronounced in cities with higher administrative level, better business environment, and stronger innovation capacity. These findings provide causal evidence on the effectiveness of the supply chain innovation and application pilot program and offer important policy implications for promoting high-quality urban development. Moreover, they highlight the role of supply chain innovation in reshaping urban entrepreneurial ecosystems.

This study contributes to relevant literature in three aspects. First, it provides a novel research perspective. Departing from prior studies that focus primarily on firm performance or resource allocation efficiency, this paper investigates how the pilot program affects urban entrepreneurial dynamism. Second, it uncovers the underlying mechanisms. By examining resource allocation efficiency, transaction cost reduction, and venture capital attraction, the study clarifies how a macro-level supply chain policy can influence micro-level entrepreneurial behavior. Third, this study provides important policy implications. The findings highlight the role of supply chain innovation in stimulating urban entrepreneurial activity and enhancing development capacity. By providing causal evidence on the effectiveness of the supply chain innovation and application pilot program, this study offers practical guidance for policy refinement and expansion, as well as for fostering new quality productive forces and strengthening cities innovation-driven growth.
